Follow these steps:

• Turn off water at the meter inside the house.
• Open one sink faucet inside the house.
• Open outside faucet and let it drain.
• With a screwdriver, remove the handle.
• With a wrench, remove packing nut.
• Place handle back onto exposed stem.
• Turn handle counter clockwise several times and remove entire stem.
• Replace seal at the end of stem.
• Reassemble in reverse order.
